Governance
The Burien C.A.R.E.S. Animal Shelter is a privately governed, independent 501(c)(3) non-profit organization.

It functions as the official Animal Care & Control authority for the City of Burien under a municipal commercial contract. This hybrid arrangement means that although they are a private nonprofit, they are responsible for enforcing local animal ordinances, managing stray housing, and providing animal safety services for the city
Intervention
Because they act as Burien's Animal Control, they actively intervene in specific public safety and animal welfare circumstances.
Field animal control officers evaluate reports on a case-by-case basis and intervene in situations including:
Loose or stray domestic animals roaming in public spaces.
Sick or injured domestic animals needing rescue.
Aggressive or threatening behavior by animals.
Animal bites or attacks.
Suspected animal neglect, cruelty, or abandonment.
Animals trapped or left inside vehicles.
Nuisance concerns like chronic nuisance barking.
Staffing
They have a set of employed staff that manages the facility, the intake and adoption of dogs, feeding, cleaning
They have a network of volunteers that perform various duties such as
Cleaning (washing drying folding) towels and bedding
Organizing donated food and items
Walking dogs
You can also check out a dog like a library book, take it home for days or a weekend, or foster it.
They do not have a vet on staff but reply on outside help for spay/neuters, and caring for sick and injured animals
Situation
They have a lot of dogs. it is small an d crowded and loud. The dogs need decompression, time away from the noise, time outside. When I was volunteering there was no place to work on training, and the dogs were so overwhelmed, they could not learn anyway. They really needed time outside the shelter and excersize, decompression time.
